We Are Ready to Pay Any Sacrifice to Stop Abay Tsehaye and His Cohorts( Qeerroo Bilisummaa)

Qeerroo Bilisummaa Calls for Revolt In Response to Abay Tsehaye’s Insult of the Oromo People
One of the leaders of the TPLF/EPRDF regime and an architect of the so called “Addis Ababa Master Plan”, Abay Tsehaye, has openly insulted the Oromo people and particularly the OPDO by saying that the “Master Plan” will be put into practice by all means. Filled with contempt and arrogance, Abay Tsehaye said those who oppose the Master Plan “will be put down” or “face the consequences”. He proved the long time belief that the so called OPDO is nothing but a puppet of the TPLF which can be intimidated by a single TPLF individual. The dictatorial Woyane Ethiopian regime’s leader Abay Tsehaye, who is working as an “advisor” of the Prime Minister Hailemariam Dessalegn, is one of the TPLF heavy-handed personnel who interfere in all internal affairs of the nominal so called “Oromia regional government”.

He is said to be constantly harassing and intimidating high ranking OPDO officials and the leaders of the so called Oromia Regional Administration by calling them into his office. It should be clear that his current insult of Oromo nationalists and members of the Oromia regional administration is an insult to the entire Oromo nation. The so called “Master Plan”, which Abay Tsehay and his TPLF hooligans are trying to shove down into the Oromo people’s throat, is a plan intended to evict Oromo farmers from their ancestral land and destroy the Oromo identity. It intended to take away Oromo land without the will of the owners of the land and destroy Oromo language by incorporating Oromian towns and villages into one big Addis Ababa, the capital city which should belong to Oromo in the first place. In doing so, Abay Tsehaye and the Tigrayan elites have a plan to divide Oromia into two: East and West. In April and May, 2014, Qeerroo Bilisummaa has organized Oromian youth for nationwide protest against this so called “Master Plan”, in which the regime brutally killed hundreds of school children and arrested and ruthlessly tortured tens of thousands others. Our people have already paid the ultimate sacrifice with their blood and the lives of their children. The current chauvinistic outburst of Abay Tsehaye only reaffirms to us that our struggle should continueand that we should pay all necessary sacrifice. We will NEVER let this minority regime dictate its will upon us. We shall ignite the torch of Revolt Against Subjugation (Fincila Diddaa Gabrummaa) again and defend our father’s land and dignity. A minority regime will not “put us down”. We call upon all Oromo organizations who struggle for freedom of their people to join us in intensifying the Revolt Against Subjugation.

The sorry state of Woyane ethnic tyranny ,,,Fake Medias, courts, parliament, Election Board, investments, diplomas…

Fundamentally tyranny is rotten to its bones and the principle reason why society under its rule is ill-governed; poor, without freedom and rights. Similarly, what TPLF led ethnic tyranny brought on the people of Ethiopia is a tragedy beyond comprehension that will have far MORE implication in the future over and above what we experienced in the past. Surprisingly, it managed to fake its stay by committing appalling atrocities and corruption and elaborately covered it up for far too long.
Enough is said about Woyane ethnic tyranny over two decades. Enough time elapsed for the dimwitted regime and its operatives to learn something better beyond faking, committing corruption and atrocities and covering it up with elaborate propaganda. And, more tragically; enough lives were lost, livelihood ruined and resources squandered to fulfill the twisted ideology of the ethnic tyranny to teach the regime’s apologists and everyone else to wake up and smell the COFFEE.
But, the naughty TPLF operatives are not listening. In fact, they are getting bolder and nastier than ever in the LAST hour– intensifying their atrocities and corruption and faking everything to preserve their beloved tyranny. Their violation of the unspoken rule; ‘you shall not fall in love with tyranny’ is making them irrational enough to bit everyone around them and beyond.
QUITE honestly, they are confused of their own empty propaganda and in dilemma to tell the difference between the real from the fake things they do. In one hand, they feel faking to preserve ethnic tyranny is worthwhile undertaking in exchange for what it provides. In another hand, they know the real thing is going to expose and end its rule and the goodies that COME with it. Therefore, they are in a hard place and a rock — ‘dumb if you do dumb if you don’t’ that consumed their humanity to turn them into a walking zombies against the people.
Sadly, they don’t even have the decency to respect the professions and the institutions they represent — be it Media, business, education, politics, the law… or whatever else REQUIRES professional integrity and ethics and independence. In the process, they not only threw their honor in the garbage bin but surrender their respective professions as instrument of tyranny at the expenses of our unfortunate people under them. Such self-infected wound often stays a lifetime and rarely heals – infecting the generation to come.
Equally tragic is most of our contemporary elites’ indifference not to institutionally challenge their compromised peers serving the ethnic tyranny — failing to SUBJECTthem for the punishments they deserve.
Therefore, beside lots of blame to go around, Ethiopia today is not only a failed state under the mercy of a fake revolutionary democratic ethnic regime’ elites and the indifference of the rest held together by the faith of her regular folks. Her future is not promising due to the fragmentation of her people brought by the elites’ unchecked ego not to come together to challenge tyranny for the people cause.
The recent fiascos of the TPLF’s operatives illustrates the regime is held together by fake institutions run by fake professionals doomed to implode. Equally worrisome is the lack of institutions to break the cycle of the blame game to institute the rule of law to deprive a hiding place and punish the offenders of the regime and anyone that violates the rights and freedom of the people.
Take for instance the Ethiopian Election Board unprecedented breach of public trust AGAIN as it reached the bottom of the pits as reported recently. It is the tip of the iceberg of what TPLF run regime doing by infesting public and private institutions with cadres and pseudo professionals with bogus credential and lack of professional integrity.

The two principals that were handpicked since the formation of the Election Board were and still are the dishonorable Dr. Menga Bekana and Dr Addisu Gebreigzabhier (TPLF’s illusive operative with not much PROFILE and image in the cyber space) along the rest of irrelevant members filling seats.
Their recent embarrassing behavior of sidestepping their professional duty, integrity and ethics as members of the supposedly independent Election Board by interfering in the internal AFFAIRS of opposition parties in collaboration with TPLF owned Radio Fana was the best example of pseudo professionals faking the role of Election Board unheard of even by the African standard.
That is not all, both officials of the Board were trained by Professor Ephraim Isaac, the controversial Founder of the Horn of Africa Peace & Development Center (PDC), the Coalition of Ethiopian Elders (CEE) and a Board of Advisor and expert in the National Committee on American Foreign Policy (NCAFP) along with the African Project Director, Ambassador Herman J. Cohen, the former Assistant Secretary of State for Africa in the administration of President George H.W. Bush (1989-1993), and senior advisor for African Governance at the World BANK, according to NCAFP’s website.

TPLF’s Leaders Arrogance and Contempt – Inviting Further Bloodshed and Loss of Lives – HRLHA Statement

Since the downfall of the military government of Ethiopia in 1991, the political and socioeconomic lives of the country have totally been controlled by the Tigray People’s Liberation Front/TPLF leaders and business institutions. As soon as the TPLF controlled Addis Ababa, the capital city, in 1991, the first step it took was to create People’s Democratic Organizations (PDOs) in the name of different nations and nationalities in the country. With the help of these PDOs, the TPLF managed to control the whole country in a short period of time from corner to corner. The next step that the TPLF took was to weaken and/or eliminate all independent opposition political organizations existing in the country, including those with whom it formed the Ethiopian Transitional Government in 1991. Just to pretend that it was democratizing the country, the TPLF signed seven international human rights documents from 1991 to 2014. These include the“Convention Against Torture and Other Cruel Inhuman or Degrading Treatment or Punishment”. Despite this, it is known that the TPLF has tortured many of its own citizens ever since it assumed power, and has continued to the present day.
The TPLF Government adopted a new constitution in 1995; and, based on this Constitution, it formed new federal states. The new Ethiopian Constitution is full of spurious democratic sentiments and human rights terms meant to inspire the people of Ethiopia and the world community. The TPLF’s pretentious promise to march towards democracy enabled it to receive praises from people inside and outside, including donor countries and organizations. The TPLF government managed somehow to maintain a façade of credibility with western governments, including those of U.S.A. and the UK. In reality, the TPLF security forces were engaged in intensive killings, abductions, disappearances of a large number of Oromo, Ogaden, Sidama peoples and others whom the TPLF suspected of being members, supporters or sympathizers of the Oromo Liberation Front (OLF), Ogadenian National Liberation Front (ONLF), and Sidama People’s Liberation Front (SPLF). TPLF – from high officials down to ordinary level cadres in the various regional states – engaged in enriching themselves and their family members by looting and embezzling public wealth and properties; raping young women in the occupied areas of the nations and nationalities in Ethiopia; and committing many other forms of corruptions.
After securing enough wealth for themselves, the TPLF government officials, cadres and members declared, in 2004, an investment policy that resulted in the eviction of indigenous peoples from their lands and all types of livelihoods. Since 2006, thousands of Oromo, Gambela, and Benishangul nationals and others have been forcefully evicted from their lands without consultation or compensation. Those who attempted to oppose or resist were murdered and/or jailed by the TPLF1. The TPLF government then cheaply leased their lands, for terms as long as 50 years, to international investors and wealthy Middle East and Asian countries, including Saudi Arabia2. The TPLF government has done all this against its own Constitution, particularly article 40 (3)3, which states that “The right to ownership of rural and urban land, as well as of all natural resources, is exclusively vested in the State and in the peoples of Ethiopia. Land is a common property of the Nations, Nationalities and Peoples of Ethiopia and shall not be subject to sale or to other means of exchange”. These acts were also against the Universal Declaration of Human Rights, Article 17 (1 & 2)4, which says, “1. Everyone has the right to own property alone as well as in association with others. 2. No one shall be arbitrarily deprived of his property.”
In order to facilitate further corruption and embezzlement, the money paid for the leases as long as 50 years were received in cash. For example, the Indian agro investor Karaturi explained to a Guardian newspaper’s reporter that the TPLF government officials asked him to pay in cash in order to get the land, which he called “green gold”5. These gross human rights violations by the TPLF leaders against the Oromos, Gambelas, and Benishanguls have been condemned by many civic organizations, including Amnesty International, the Human Rights Watch, the Human Rights League of the Horn of Africa, the Oakland Institute and others.
The giving away of Oromo land in the name of investment also includes Addis Ababa, the capital city situated at the center of Oromia Regional State. 30,000 Oromos were evicted by the TPLF/EPRDF Government from their lands and livelihoods in the areas around the Capital City and suburbs, and their lands were given to the TPLF officials, members and loyal cadres over the past 24 years. In order to grab more lands around Addis Abba, the TPLF government prepared a plan called “the Addis Ababa Integrated Master Plan,” a plan that aimed at annexing about 36 towns and surrounding villages into Addis Ababa. This Master Plan was first challenged by the Oromo People’s Democracy Organization/OPDO in March 2014.
The challenge was first supported by Oromo students in different universities, colleges and high schools in Oromia, and then spread to Oromo farmers, Oromo intellectuals in all corners of Oromia Regional State and to Oromo nationals living in different parts of the world. The Oromo nationals staged peaceful protests all over Oromia Regional State. In connection with this Addis Ababa Integrated Master Plan, which had the risk of evicting more than two million farmers from around the capital city, about seventy Oromo students from among the peaceful protestors were brutalized by the special TPLF Agizi snipers and more than five thousand Oromos from all walks of life were taken to prisons in different parts of Oromia Regional State. The inhuman military actions and crackdowns by the TPLF government against peaceful protestors were condemned by different international media, such as the BBC6, human rights organizations, such as Amnesty International and the HRLHA7. The government admitted that it killed nine of them8. The unrest that started in central Oromia suddenly escalated to such a high level that the TPLF leaders suspended the expansion plan for a while.

However, recently, without the slightest regret and sense of remorse over the massacres committed against peaceful protestors of Oromo Nationals by his government in May and April 2014, the TPLF’s co-founder, top official and the current Prime Minister’s (Hailemariam Dessalegn’s) special advisor, Mr. Abay Tsehaye, vowed in public that anyone who attempts to oppose the implementation of the so-called Addis Ababa Master Plan would be dealt with harshly. In his speech, he confirmed that the TPLF government is determined to continue with the master plan, no matter what happened in the past or what may come in the future. In a manner that Abay Tsehaye was reiterating that the annexations of towns and cities in central Oromia into the capital Addis Ababa will go ahead as planned regardless of the absence of consultations and consent of the local people and/or the officials of the targeted towns and cities. Besides displaying his extreme arrogance and contempt for the Oromo Nation, Mr. Abay Tsehaye’s speech was in direct breach of constitutional provisions of both federal and regional states.

The Human Rights League of the Horn of Africa (HRLHA) would like to express its deep concern that this TPLFs leader’s speech not only encourages violence against the country’s own citizens, but also invites further bloodshed and losses of lives; it leaves no room at all for dialogue, consultation and consent – norms which are at the core of a genuine democracy. This is still happening despite the killing of more than seventy Oromo youth and the arrest and incarceration of thousands of others as a result of violent and deadly responses by armed forces of the TPLF and the government to peaceful demonstrators in May and April 2014.

Letter to World Bank Vice President for Africa Re. PBS (II-AF) and PBS (III) Ethiopia Action Plan

As you are aware, Human Rights Watch has researched and documented human rights violations that the government of Ethiopia has committed in the course of its “villagization” program in both Gambella and in the Lower Omo valley. We have also reported on the links between villagization and the various iterations of the World Bank’s Promoting/ Protection of Basic Services projects. With this in mind, I write to you as your staff are working to prepare an action plan responding to the Inspection Panel’s findings of non-compliance in its Ethiopia investigation.
We urge you to ensure that World Bank management responds to the Inspection Panel findings comprehensively in its action plan. Human Rights Watch has been profoundly disappointed by the lack of constructive engagement of World Bank management on the problems of villagization in Ethiopia and its unwillingness to work to address a range of human rights risks in its programming. The concerns raised in the Investigation Panel’s report are an opportunity to adjust management’s course on its Ethiopia programming and address these issues.
We believe the Action Plan should include a commitment to:
1.    Enhance Management’s High Level Dialogue with the Ethiopian Government
Whenever World Bank staff, particularly you or President Kim, meet with the Ethiopian government, we urge you to raise the continuing negative impact that several Ethiopian government policies and practices are having on development efforts.
First, forced evictions and development-related displacement continues to have serious negative effects on communities in various parts of the country, well beyond Gambella. While the government has officially finished its villagization program, it continues to forcibly evict people, including indigenous peoples, from their land ostensibly for development projects, including large-scale agriculture, including for sugar plantation development in the Lower Omo Valley. Bank staff should work with other donors to highlight problems with ongoing practices, as well as pointing to key standards (which should include the UN Basic Principles and Guidelines on Development-based Evictions and Displacement, and standards and jurisprudence of the African regional human rights institutions). While we recognize bank management has discussed some concerns about villagization before and supported the development of standards for involuntary resettlement, relying on the Bank’s safeguards, dialogue needs to recognize the problems with the existing practices and advise on how to address them.
Second, it is crucial that the Bank asserts the importance of civic participation and social accountability for effective development. This means consistently raising concerns, and urging reforms of the Ethiopian government’s Charities and Societies Proclamation and Anti-Terrorism Proclamation, which have had such a devastating impact on the ability of Ethiopians to exercise their rights to freedom of expression, association and assembly. It is also crucial that the Bank and other donors press the Ethiopian government to reverse the practices of arbitrary arrest and detention, and politically motivated prosecutions of independent journalists, activists, and opposition party members including media reporting on problematic “development” initiatives. Independent nongovernmental organizations and media are essential for accountability, and these repressive policies undermine both civic participation and social accountability.
Third, you should raise concerns over discriminatory practices in the country, both on the basis of ethnic background and political opinion. President Kim has spoken passionately about the scourge of discrimination. This should translate into a dialogue with the government not only about how discrimination is wrong, but how it undermines development. Human Rights Watch and others have documented discriminatory practices against individuals not supporting the ruling party in the distribution of the benefits of development, including access to agricultural inputs like seeds and fertilizers, micro-credit loans and job opportunities. In this context, bank management should highlight these ongoing discriminatory practices, including against those who do not support the ruling party and against indigenous groups in areas where villagization occurred including Gambella and the Lower Omo valley.
Finally, it is essential that Ethiopia respect and protect the rights of indigenous peoples. You may want to consider the work of the African Commission on Human and Peoples’ Rights, which has on several occasions discussed indigenous rights within the African context. The African Commission’s Working Group on Indigenous Populations/ Communities has suggested that, in determining whether groups fall within the definition of indigenous peoples, the:
focus should be on … self-definition as indigenous and distinctly different from other groups within a state; on a special attachment to and use of their traditional land whereby their ancestral land and territory has a fundamental importance for their collective physical and cultural survival as peoples; on an experience of subjugation, marginalization, dispossession, exclusion or discrimination because these people have different cultures, ways of life or modes of production than the national hegemonic and dominant model.
The Commission has helpfully addressed common misconceptions regarding indigenous peoples in Africa, paraphrased in attachment 1.
2.    Address Risks at the Project Level
The report of the Inspection Panel shows that the World Bank needs to have systems in place to analyze and avoid or mitigate the above and other human rights risks linked to its projects in Ethiopia. The Bank should acknowledge that the repressive environment in Ethiopia requires an entirely different approach to participation and social accountability. It should work with other donors to develop creative methods for participation that avoid risks of reprisals against those who express dissent and to encourage fearful individuals to use mechanisms and institutions that ensure participation and accountability, free of intimidation and fear. In recognition of the difficulties of ensuring participation and effective, secure avenues for accountability, the Bank should routinely identify security risks for project-affected persons including the risk of reprisal if individuals criticize a project or oppose resettlement.
Considering the high-risk environment, World Bank management should explicitly report to the board on how it has analyzed and addressed all risks of social and human rights impacts in each project in Ethiopia at least annually. Such a report should outline how management has addressed security risks, risks of all forms of discrimination, potential obstacles to participation and accountability, and risks related to land rights or forced evictions, as well as any other potential adverse social or human rights impact.
The World Bank should also ensure that it comprehensively complies with its Indigenous Peoples’ policy in all projects in which indigenous peoples stand to be impacted, directly or indirectly. Compliance needs to go beyond consulting with indigenous peoples in the course of undertaking a social impact assessment, and instead involve comprehensive participation of indigenous peoples in all bank-projects that affect them beginning at the project proposal stage and throughout the entire project cycle. The World Bank should only proceed with projects that affect indigenous peoples with their free, prior, and informed consent as provided by international law.
Furthermore, the bank should require independent third party monitoring and independent grievance redress mechanisms for all of its projects in Ethiopia. Until the environment for independent organizations, including nongovernmental organizations and the media, improves substantially, there is little opportunity for individuals to report problems with World Bank projects. Many of the existing grievance redress mechanisms lack independence from the government or, equally important, are perceived to lack independence.

እነሱ ብቻ በተቆጣጠሩት የመገናኛ ብዙሀን፣ የራሳቸውን የሽፍታነት ተግባር፣ ለነጻነት ታጋዩ ምስኪን ገበሬ ይለጥፉለታል። “አሽባሪ፣” “ጠባብ፣” “ሽፍታ፣” “ገንጣይ፣” “አስገንጣይ፣” “ጎጠኛ” ወዘተ … ይሉታል። ደርግም አኮ ‘ፀረ-ህዝብ፣’ ‘ፀረ-አብዮት’ አያለ ነበር እኮ፣ ሕዝብ ሲፈጅ የነበረው። እነዚህም በተመሳሳዩ፣ የተለያየ ታርጋ እየለጠፉ ሕዝቡን ጨረሱት። ታድያ እንዴት አንድ ጭብጥ ነቀዝ ወያኔን ማስወገድ አቅቶን፣ እንዲህ ዓይነት ጭካኔ የተሞላበት ኢ-ሰባዊ የሆነ ድርጊት እና የሥም ማጥፋት ዘመቻ በሕዝባችን ላይ እስከ-መቼ ሲፈፅመ ይኖራሉ? ነቀዝ ያልኩት ለመሳደብ ፈልጌም አይደለም፣ ስድብ የኦሮሞ ባህልም አይደለምና። ቃሉን የተጠቀምኩት የወያኔን እና የነቀዝን ተመሳሳይነት እና አንድነት ለማሳየት ነው። ሁለቱም ውስጥ ውስጡን እየበሉ ባዶ የሚያስቀሩ ተዋስያን ስለሆኑ ነው። በመሀከላችን የገቡትን እነዚን ተዋሲያን፣ በመረባረብ ለአንዴ እና ለመጨረሻ ግዜ ማስወገድ ካልቻልን፣ በታሪክ ተወቃሽ ከመሆን አናመልጥም – ሌላም አካል ሊያስወግድልን አይመጣም። “Surre jilbaa irraan dhumtee abbaatu warranata degaa ijjollummaan dhuftee abbaatu tattafata” ይባላል።

ETHIOPIA: Political Violence Intensifies as the fifth National Election Approaches


HRLHA Urgent Action

According to a schedule released by the National Electoral Board of Ethiopia, citizens will go to the polls to elect a new government on 24 May 2015. It will be Ethiopia’s fifth national election since EPRDF came to power in 1991.

In connection with the coming National Election of Ethiopia, the ruling EPRDF government has begun to wage a widespread campaign to secure again the 99.6% of parliamentarian seats it has controlled since 2010- the seats it acquired by electoral fraud.  As the election date of May 2015 approaches, the government of Ethiopia has unabashedly CONTINUED its systematic violence against opposition political parties’ leaders, members, and supporters.  Candidates of the opposition political parties are the major targets in all regional states in the country including the capital city, Finfinne/Addis Ababa.    For example, the information that the HRLHA has obtained through its correspondents indicates that hundreds of election candidates of the opposition OFC (Oromo Federalist Congress) party from most zones of Oromia Regional State have been arrested and sent to prisons.


In the most recent wave of arrests and imprisonments that has been going on since the first week of January, 2015 and which has touched almost all corners of Oromia, hundreds of OFC party leaders, members and supporters from all walks of life have been taken from their homes and work places and sent to prison.

According to the HRLHA reporter, in this particular political violence by the ruling party against the OFC party leaders, members and supporters in western Oromia zone Qellem, Dabidolo and Gambit districts, in the eastern Wallagga zone Guduru, Nunu Qumbq, and Wama Haagaloo districts, in the Eastern Oromia Zone in the Western Hararge zone in Masala district, in the Southern Oromia zone in Robe – Bale town Regional State of Oromia have been taken to prison.

The HRLHA reporter has managed to obtain the names of the following few OFC leaders   currently held in prison: 1, Mr. Dula Maatiyoos, chairman of the OFC political party in Qelem district, 2. Mr. Abiyot Tadesse, Chairman of the OFC political party in Dambi Dollo district, 3. Mr Zelalam Shuma, chairman of the OFC political party in Sayyo district, and 4. Mr. Mezgebu Tolessa, chairman of the OFC in Gidami district.

The HRLHA strongly condemns the EPRDF government’s move towards the systematic elimination of the opposition parties from the coming election in order to control again all parliamentarians’ seats for itself as has happened in the previous four elections. It should be remembered that the EPRDF has claimed victory in the elections of 1995, 2000, 2005 and 2010- ever since the fall of the military/ Derg regime of 1991 and the adoption of a new constitution in August 1995.

በቅርቡ ሚሚ ስብሃቱ ማስተር ፕላኑን በሚመለከት፣ “የኦሮሚያ ፊንፊኔ ዙሪያ አርሶ አደሮች መሬትን እንደ ርስት መቁጠር ማቆም አለባቸው” ብላ ነበር፡፡
እኛ ደግሞ የምለው ለኦሮሞ አርሶ አደር ለዘመናት የኖሩበትና ወልደው የከበሩበት መሬት ስርታቸው ካልሆነ በአንድ ሌሊት የሚገነቡ የፊንፊኔ ፎቆች የማንም ርስት ሊሆኑ አይችሉም፡፡ ከተደረደሩት ሰማይ ጠቀስ ፎቆች ይልቅ ለኛ ለኦሮሞ ልጆች የኦሮሞ አርሶ አደር ጎጆ ትልቅ ቁም ነገር አላት፡፡ እኛ የኦሮሞን መሬትን የምናየው እንደ የሚዳሰስ ሃብት ብቻ አይደልም፡፡ የማይዳሰስ ሃብት የኦሮሞ ባህልና አብዳር አብሮት አለ፡፡ ስለዚህ በኦሮሞ መሬት ላይ የሚደረግ ወረራ የማይዳሰሱ ባህላዊ ሃብቶቻችንም ላይ የተቃጡ ናቸው፡፡
እኛ የአርሶ አደር ልጆች ከዚሁ ጎጆ ወጥተን ነው ተምረን እዚህ የደረስነው፡፡ ስለዚህ የኦሮሞ ጎጆ ቤቶች ሲደፈሩ ዝም ብለን የምናይበት ሞራል የለንም፡፡
ልማት ካስፈለገ ቅድሚያ መልማት ያለበት፣ ሀብት ማፍራት ያለበት አርሶ አደሩ ነው፡፡ በአርሶ አደሮቻችን መቃብር ላይ ግን ፋብሪካና ፎቅ እንዲገነባ አንፈቅድም፡፡
የኦሮሞ አርሶ አደሮች እድል አልተሰጣቸውም እንጂ የተባለውንም ፎቅና ፋብሪካ መገንባት አያቅታቸውም፡፡ ምነው ሸገርን ፎቅ በፎቅ ያደረጉት እኮ አንዳንዶቹ ስማቸውን መጻፍ የማይችሉ አይደሉም እንዴ? እድል ስለተሰጣቸው ግን አደረጉት፡፡
እስቲ በሞቴ የአዲስ አበባ መስተዳድር ኦሮሚያ ክልል ውስጥ ገብቶ በአርሶ አደሮች ማሳ ውስጥ ባለ 30 ሜትር ስፋት ያለውን ምን የመሰሉ አስፋልቶችን በአራቱም ማዕዘናት እየገነባ ያለው በክልሉ ጥያቄ ነው? ለአርሶ አደሮች ጥቅም ብሎ ነው? ገንዘብ ከተረፈው ለክልሉ መንግስት ለምን ፈሰስ አያደርግም? በመሰረቱ በፈደራል ስርዓቱ ህግ መሰረት አንድ ክልል ወይም ሌላ አካል የክልሉ መስተዳድር ሳያውቅ ወይም ሳይፈቅድ የትኛውም ሉዓለዊ ክልል ውስጥ ገብቶ ልማትም ሆነ ምንም መስራት አይችልም፡፡
ማስተር ፕላኑንም ሆነ የነበረውን የመሬት ወረራ ፊት አውራሪ ሆነ እየመረ ያለው የአዲስ አበባ መንገዶች ባለስልጣን ነው፡፡ እስቲ በማን ጥያቄ ነው በሉዓላዊ ክልል ውስጥ ገብቶ በአርሶ አደር ማሳ ውስጥ በመጋለብ መንገድ እየሰረ ያለው?
አርሶ አደሮች እኮ መጡብን እንጂ መጡልን ብሎ አያውቁም፡፡ደርግ የትግራይ አርሶ አደሮችን በታንክ ስያስበረግጋቸው ነበር፡፡
እነዚህ ደግሞ አሁን የኦሮሞ አርሶ አደሮችን በዶዘር እያስበረገጉ ነው፡፡ ታንክ ወደ ዶዘር ተቀየረ እንጂ ጦርነቱ ከአርሶ አደሮች ላይ አልቆመም፡፡ ልማት በአከባቢው ህዝብ ነው እንጂ እንደ ሸቀጥ ከሌላ ቦታ አይመጣም፡፡
ከዚህ ቀደም የማስተር ፕላኑ ተዋናይ የነበሩት አቶ ኩማ ደመክሳ፣ የፊንፊኔ ዙሪያ አርሶ አደር 600 ኪ.ሜ. ርቀት ላይ ካለው የኦሮሞ አርሶ አደር ያነሰ ኑሮ እየኖረ እንደሆነ የኦህዴድን የ24 ዓመታት የውድቀት ጉዞ ነግረውን ነበር፡፡ አሁን የኦሮሞ አርሶ አደር ልጆች ተምሯል፣ ህዝቡ እንዴት እንደሚለማ፣አከባቢው እንዴት እንደሚለወጥ፣ ለህዝቡ ምን እንደሚያፈልግ ከማንም በላይ ጠንቅቀው ያውቃሉና የማንንም ጣልቃ ገቢነት አይፈልጉም፡፡ ለህዝቡ

Oromia – shocking human right violations against the Oromo people – stop removing Oromo farmers from their livelihood

In a recent interview with a local media, Mr Abdulaziz Mohammed – the Vice President of Oromia Region stated that “No one is arrested and we don’t have any information about the arrest.” The Vice President’s single statement says two contrasting ideas at a time – denying the allegations of arrest and ignorant about the arrest. In the first place it is a shame for the Vice President to deny the reality on the ground – where more than 49 people were killed and 800 people have been arrested, tortured and imprisoned. These atrocities are in response to a series of demonstrations or protests by the Oromo people who demand the government to stop removing farmers from their ancestral homeland in the name of ‘development’. The demonstration at the initial stage was peaceful and in order before the government’s heavily armed security forces and the military started shooting and killing people. The harsh environment for the media in Ethiopia has made it absolutely difficult to get information about the depth of human right violations in Ethiopia. I was furious with the government’s intent to belittle the recent killings and human right abuses in many parts of Oromia – Ambo, Bale Robe, Adama, Bushoftu, Nekemte, Guder, Haromaya, Bulle Hora, Dire Dawa and many small towns in Western Oromia. I decided to visit the communities that have gone through these abuses and met with different people in a very cautious and careful way.
I made my first visit to Ambo – where the arrests and torturing are still taking place. I talked with mothers who have lost their children, and young men who have been beaten and tortured, and people who have survived dreadful bullet hits and bodily injury. Ambo stories are dreadful and shocking!
My name is E.B. I am 18 years of age. I dropped out of grade 5 – to help my poor parents to make some income and buy food. I live in Ambo town – where I do a labor job. I joined Ambo University Student’s protest about the government’s decision to take away farmers land around Addis Ababa. The first day was peaceful. But on the third day of the protest – the morning of 30th April 2014 the government security men started shooting demonstrators. It was unbelievable and shocking to see the soldiers shooting at unarmed people. We started dispersing to save our lives. Everyone was running except some of the young men who were trying to turn and shout at the shooters. I was running when a young man before me fell into the ground. I stopped to help him. I kneeled down beside him and lifted him up from his head – his eyes were blinking too fast. He was bleeding from his head. He was hit by a bullet in the back of his head. While I was trying to help him, I felt a sharp sting in my back. I felt watered-down my lower chest. I left the dead young man there and I tried to run a few meters. I looked my bottom chest and saw that air was getting out through the bullet wound. The bullet hit me in the back and went through my lower chest. I was staggering and fell into the ground. I didn’t recognized what happened since then – before I regained my consciousness two days later in a local hospital. The room where I was lying was full of people who were wounded by bullets.”

Abay Tsehaye’s Bravado Exposes the TPLF Master Plan

Abay Tsehaye’s threat, its tone and spirit, is very revealing of TPLF’s contempt and disrespect for Oromos, even those who are serving them as puppets. What is the story behind such outburst? After completion of the the Master Plan without any involvement from the Oromia side, Abay Tsehaye gathered senior OPDO leaders and ordered them to implement the plan. They expressed concern that they were not involved in the process of drafting the plan and that it will be hard to convince the rank and file. They were told they will not take NO for answer. The OPDO leaders could not even agree on the matter and when they took the issue to the mid-level leadership, they were met with fierce resistance and hostility. While the Oromia state leaders were planning to bring the issue to the Caffee ( parliament) for deliberation, Abay/TPLF could not wait so they bypassed them, gathered administrators of cities surrounding Finfinne and told them to begin implementation. At this meeting, the city administrators raised several procedural and policy objections and said they cannot take this plan without further study and deliberation at Caffee ( Oromia parliament level.) The administrators said they cannot convince the public about a plan even they themselves neither understand nor accept. In their typical manner Abay Tsehaye and TPLF leaders rejected the REQUEST for further discussion at the leadership level and gave them strict orders to begin the implementation phase. This conflict reached the public leading to the mass protest and massacre of April/May 2014.

During and in the aftermath of the protest, OPDO leaders agreed on the need to postpone the Master Plan as a way of containing the situation. This idea was initially ACCEPTED by the official EPRDF including the Prime Minister. However, Abay Tsehaye summoned the OPDO leaders and accused them of sabotage and threatened to eliminate them from the top down, and anyone who stands in the way of the Master Plan. Terrified, the puppet leaders went home and began hibernating avoiding the subject altogether.
Therefore, what is heard in this leaked audio of Abay Tsehaye threatening over a thousand urban planners and administrators is nothing new. His contempt towards Oromo and insidious plan to rob them of their land must be confronted. They have ALREADY began implementing the Master Plan and Abay Tsehaye had made it abundantly clear that they will go ahead by any means necessary. Well this needs to be met with the same spirit–the plan must be stopped by any means necessary.
Lets remember that the Finfinne issue is not isolated. TPLF’s real master Plan is to establish Tigrean economic monopoly by depriving Oromos of any real source of economy across the country including fertile land, mineral sites, manufacturing and TRADE. Therefore the target of Oromo resistance needs to focus on fighting back against this real Master Plan. The resistance needs to identify businesses of TPLF and its affiliates across Oromia and take them on to ensure they don’t succeed.
Arrogant TPLF leaders should realize that their power is more vulnerable than their fortified headquarters lead them to believe. The roots and branches of their domination extends deep into the remotest PART of our homeland.

የወያኔ በዲሞክራሲ ቁማር እስከመቼ?

አሸናፊ ንጋቱ
በስልጣን ላይ ያለው የወያኔ መንግስት የዛሬ 22 ዓመት አንግቦት የነበረውን የዲሞክራሲ መፈክር በማየት ዲሞክራሲ የጠማው የኢትዮጵያ ህዝብ የደስታ ጮቤ በመርገጥ ነበር የተቀበለው። ነገር ግን ይህ መፈክር ድራማ መሆኑ እየዋል እያደረ ነበር እየተጋለጠ የመጣው። 
ጮቤ እየረገጠ፤ ትግሉን ተቀላቅሎ መስዋት የከፈለውን ህዝብ የቁልቁል ወደ ባሰ የመከራ ማጥ ከቶታል።
ወያኔ እራሱ ህግ አውጥቶ እራሱ የማፍረስና በህጉ ያለመገዛት አባዜ የተጠናዎተው አንባገነን ስርአት መሆኑ በሃያ ሁለት አመታት የስልጣን ጉዞው አስመስክሯል። በትክክል እንደ ህገ-መንግስቱ ቢሆን ኖሮ ህገ-መንግስት የህጎች ሁለ የበላይ ህግ ነው።ነግር ግን ወያኔ ያለምንም ከልካይ እንዳሻው ያለ ህዝብ ተሳትፎ ለስልጣናቸው እርዝማኔ ይመች ዘንድ ሲዘርዙትና ሲደልዙት ይስተዋላል። ሲፈልግ ስልጣን መብት ሲሰጥህ/ሽ ሳይፈልግ ደግሞ ሲከለክልህ/ሽ በስመ ዲሞክራሲ እየነገደ የሚኖር የማፍያ ስርአት ነው። የአምባገነን መንግስታት መለዬ በሆነው ሃይልን እየተጠቀመ በመግደል፤ በእስር፣ በመሳርያ እና በዱላ እያስጨነቀ የህዝቡን ስነ ልቦና በማድከም የስልጣን ቆይታውን ማርዘምም የስርአቱ ዋና አላማ። እንዲህ አይነቱ አምባገነንና በዲሞክራሲ ስም ህዝባችን ላይ ቁማር የሚጫዎት ስርአት ለኢትዮጵያውያችን አያስፈልግም። ስለዚህ ይህንን በጨካኝኔ የተሞላ ስርአት ከሃገራችንና ከህዝባችን ጫንቃ የምናስወግድበት ሰአት አሁንና አሁን ብቻ ነው።
በዲሞክራሲ ቸነፈር መመታታችን ሳያንሰን አገር አልባ ለመሆን በተቃረብንበት እና ማንነታችን ጥያቄ ውስጥ በገባበት በዚህ ጊዜ ዲሞክራሲን መናፈቃችን ብቻ ተፈጥሮአዊ አያደርገንም። በተፈጥሮ ያገኘነውን ነፃነት በተግባር ስናስጠብቅ ብቻ ነው። ይህ ሁሌ ፍዳና መከራ የሆነው በሃገራችን ላይ በጣም ገኖ ከእኔ በላይ ላሳር በማለት በሃይል በጉልበት በስልጣን ላይ በተቀመጠው የወያኔ ስርአት ነው። የወያኔ ስርአት ስልጣን ከያዘ ቀን ቀንን እየተካ፤ ሳምንት ሳምንታትን እየተካ፤ ወር ወራትን እየተካ፤ አመት አመታትን እየተካ ይኸው እነሆ 22 አመታችንን አስቆጠርን። በዚህ 22 ዓመት በብዙ ሺህ የሚቆጠሩ ለዲሞክራሲ፤ ፍትና ነፃነት የዘመሩ ዜጎች አልቀዋል፤ ለስደትም ተዳርገው የድራማው ሰለባ ሆነዋል። አሁንም ዝም ካልነው ሌላ ብዙ አስርት የመከራ አመታትን መጋፈጥ ሊኖርብን ነው። እስከመቼ ዝም እንደ ምንለው ግን ወገን አይገባኝም። አሁንም ህፃን፤ ወጣት፤ ጐለምሳና አዛውንት ወገኖቻችን ሲረግፍ፤ ሲሰደዱ ማየት ከሆነ ህልማችን መልካም! ግን ይህንን የሚያልምም ሆነ የሚመኝ ንፁህ ኢትዮጵያዊ ያለ አይመስለኝም፤ ከራሳቸው ከወያኔ ሆዳደር ካድሬዎች በስተቀር። ስለዚህ ወገኔ ሆይ ይህንን መንግስት ዝም ብለን ልናየው አይገባም። ወይም እንደ ፈለገ ሊፈነጭብን ቦታ መስጠት የለብንም። እስካሁን በኢትዮጵያ ህዝብ ላይ ያደረሰው ጭቆናና በደል ይበቃል ልንለው የግድ ነው።

Ethiopia’s ‘Zone 9 Bloggers’ Case: Harsh Treatment of Defendant

Freedom House) In response to reports that Abel Wabella, a defendant in the Zone 9 blogger case in Ethiopia, was kept shackled overnight and had his hearing aid removed following a February 4 court appearance, Freedom House issued the following statement:Abel Wabella, Zone 9 blogger
“The brutal treatment of Mr. Wabella by prison officials amounts to torture,” said Vukasin Petrovic, regional director for Africa. “Since their arrest in April, the Zone 9 bloggers and journalists have endured horrific treatment at the hands of the Ethiopian police and prison officials. At the very least, the court should investigate these cases of torture and hold those responsible accountable.”
Case Update:
On February 5 , the court rejected a petition submitted by the defendants to have the presiding judge removed from the case due to his alleged unbalanced handling of proceedings. The presiding judge did, however, announce that he would recuse himself of the case on his own accord. The defendants are now required to enter a plea with a new presiding judge on February 18.

የኢህአዴግ ጉባኤ በየሁለት ዓመቱ ይደረጋል። ሁልጊዜ የሚደረገው ከምርጫው በፊት ነው። ድሮ ቢሆን አቶ መለስ ስላሉ በፊት ይሁን በኋላ ምንም ችግር አልነበረውም። ጠቅላይ ሚኒስትር የሚሆኑት እሳቸው መሆናቸው ግልጽ ነበረ። አሁን ግን የኢህአዴግ ጉባኤ ከምርጫው በኋላ መደረጉ ከወዲሁ የሚገልጸው ነገር አለ። ይሄ ማለት አሁን ያለው አመራር እንዳለ ይቀጥላል ማለት ነው። ኃ/ማርያም ባሉበት ይጸናሉ። በርግጥ ፓርቲው ከፈለገ በጉባኤው የድርጅቱን ሊቀመንበር መቀየር ይችላል። ለጠቅላይ ሚንስትርነት ግን የሚወሰነው በምርጫ ውጤት ላይ ተመርኩዞ ነው። ኃ/ማርያም ምናልባት የፓርቲው ሊቀመንበር ላይሆኑ ይችላሉ። ጠቅላይ ሚኒስትርነቱን ግን እሳቸው ሆነው የመቀጠላቸው ሁኔታ በግልጽ እየታየ ነው። አቶ ኃ/ማርያም (ወይም በሳቸው የተጠለሉት) አሁን ሊቀመበርነቱንም ጠቅላይ ሚኒስትርነቱንም ተጠቅመው እየሠሩ ነው።
ይህ ማለት ግን ሥልጣን ወደ ድርጅቱ ሊሄድ አይችልም ማለት አይደለም። ለምሳሌ በአቶ መለስ ጊዜ ከክፍፍሉ በፊት ድርጅቱን ይመሩ የነበሩት አቶ ተወልደ ነበሩ። መንግሥቱን መለስ፣ ድርጅቱን ተወልደ ሲመሩ ድርጅቱ ከፍተኛ ሥልጣን እንደነበረው ይታወቃል። ወደ ኋላው ላይ ግን በክፍፍሉ ጊዜ፣ ያ ችግር ማምጣቱን የተገነዘቡት አቶ መለስ፣ የድርጅቱን አቅም አሽመድምደው፣ የመንግሥቱን መዋቅር ለማጠናከር ሁለቱንም ጠቅልሎ መያዛቸው ይታወሳል። መለስ ያ አደጋ በትክክል ገብቶታቸው አስተካክለዋል። አሁን ግን ኃ/ማርያም መለስን አይደሉም። ስለዚህ ኃ/ ማርያምን ወይም በሳቸው የተጠለሉትን ለመካለከል የተገደበ ሥልጣን የመስጠት ሙከራ ሊኖር ይችላል።
ህወሓት ምን ያስባል?
አሁን ያሉት ህወሓቶች ምን እንደሚያስቡ ለማወቅ በዚያ ደረጃ ማሰብ የሚችል ሰው ከመካከላቸው አለ ብሎ ማመንን ይጠይቃል። አሁን ቀላል የሚሆነው አንድ ለናቱ ጭንቅላታቸው የሆኑት አቶ መለስ ዜናዊ ምን አስበው ነበር ማለቱ ይሻላል። ምክንያቱም አሁን ያለውን ህወሓት እንደገና ጠፍጥፈው የሠሩት እሳቸው ናቸው። ስለዚህ ስላሁኑ ህወሃቶች ስናወራ ስለ አቶ መለስ እያወራን መሆኑን እያሰብን ነው። ህወሓቶች አሁን ያላቸው ሥልጣን እንዳይጠፋ ይሰጋሉ። እንደ አስተሳሰባቸው በቁጥርም ጠባብ በመሆናቸው የባለብዙ ቁጥር ህዝብና ድርጅት ውክልና ሁሌም ያባንናቸዋል። ስለዚህ የጠቅላይ ሚንስትርነቱን ቦታ የሚሰጡት ሰው ከኦሮሞው ወይም ከአማራው እንዲሆን አይፈልጉም። ኦህዴድ ያው ኦነግነት አለበት ብለው ይጠረጥራሉ። አማራውም ላይ ግልጽ የሆነ የጥርጣሬና የጠላትነት ስሜት አላቸው። ሌሎቹም የድርጅት ቢሆኑ አንዳቸው ላንዳቸው ይጠባበቃሉ። ስለዚህ ማንም ሰው ከደቡብ የመጣ ሰው ላይ የጠነከረ ፍቅርም ሆነ የመረረ ጥላቻ እንደሌለው ያውቃሉ። ደቡብ የመገንጠል ጥያቄ የለውም። በኢትዮጵያዊነቱም ላይ ጥያቄ አያነሳም። በዚያ ላይ 53 የተለያዩ ብሔረሰቦች የሚኖሩበት ጥሩ የፌደራሊዝም አስኳል ነው። የክልሉ ቋንቋም አማርኛ ስለሆነ ጥሩ ነው። አቶ መለስ ይህን በማሰብ ነው ከደቡብ የተወሰኑ ሰዎች መርጠው ከዚያ ውስጥ ነው ኃ/ለማርያን ያሰለጠኑት። እንደሚባለው በሚኒስትርነት ሥልጣን አንድ አስር ሰዎች ከደቡብ ለአቶ መለስ ቀርበው ነበር። ከእነዚያ ውስጥ ነው ኃ/ማርያም የተመረጡት። ችሎታ ያለው ታማኝ የሆነ አምጡልኝና ላሰልጥን ብለው አሰልጠነዋቸዋል ይባላል። አቶ መለስ ከሥጣልን ወርደርው በኃ/ማርያም አማካይነት ሊመሩ ህልም ነበራቸው። ሞት ቀደማቸው። አቶ ኃ/ማርያምም መቸም ሰው ከሆኑ ያቺን ቂም ሳይቋጥሩ አይቀሩም። የመለስን ሌጋሲን ክደው ከባላንጣቸው ከአቶ አርከበ ጋር ሽር ጉድ ማለታቸው የት እንደሚያደርሳቸው ግን ይታያል።
ሁለተኛውን የትራንስፎርሜሽን እቅድ የመቅረጽ ሽኩቻ
በሚኒስትሮች ም/ቤት በኩል ያለው ዝግጅት የኢህአዴግ ሥራ አስፈጻሚ ም/ቤት ከመነጋገሩ በፊት አስቀድሞ የተጀመረ ነው። ካለፈው ጁላይ 2013 ጀምሮ ዝግጅት ሲደረግበት እንደነበር ይታወቃል። ለምሳሌ የጠቅላይ ሚኒስትሩ ጽ/ቤት በጁላይ 2013 ላይ ብሔራዊ ፕላን ኮሚሽን ሁለተኛውን የእድገትና ትራንስፍሮሜሽን እቅድ እንዲቀርጽ መታዘዙ በወቅቱ ተዘግቧል።
ይሄ ማምን ማለት ነው?
አቶ መለስ ከሞቱ በኋላ ከአማካሪዎቻቸው ጋር ካቢኔያቸውን የመሰረቱት ወይም “የተመሠረተላቸው” ጠቅላይ ሚኒስትር ኃ/ማርያም ደሳለኝ፣ ሹመት ከሰጧቸው ሰዎች መካከል አቶ መኮንን ማንያዘዋል ይገኙበታል። አቶ መኮንን በአቶ መለስ ጊዜ ለረዥም ዓመታት በከፍተኛ የመንግሥት ሥልጣን ላይ ቆይተዋል። የኢንዱስትሪ ሚኒስትር ሆነው ከማገልገላቸውም በላይ የመጀመሪያውን የልማትና ትራንስፎርሜሽን እቅድን ማሰናዳታቸው ተነግሯል። እንደ መለስ ራዕይ ተደርጎ የተገለጸው እቅድ እሳቸው ያዘጋጁት መሆኑ ነው። አቶ መኮንን በቀድሞ የደርግ መንግሥት አንስቶ በፕላን ጽ/ቤት….የቆየ የረጅም ጊዜ የሥራ ልምድ አላቸው። የገዥው ፓርቲ ኢህአዴግ አባል ባለመሆናቸው ከፓርቲው ይልቅ ከመንግሥት አካላት ጋር ግንኙነታቸው የጠበቀ ነው። የድርጅት አባል ሳይሆኑ በሥልጣን ላይ ከቀሩት ጥቂት ከፍተኛ የመንግሥት ባለሥልጣናት መካከል እንደ አቶ ተቀዳ ዓለሙ፣ ኃይሌ አሰግዴ ከመሳሰሉት ውስጥ አሁን ሥልጣን ላይ የሚገኙት እሳቸው ብቻ ናቸው። ሌሎቹ ከአቶ መለስ ሞት ጋር ሄደዋል። ስለሆነም አቶ መኮንን የፓርቲና የመንግሥት ሥልጣንን በማራራቅ የተካኑት አቶ መለስ ዜናዊ ካቀረቧቸው ሰዎች አንዱ ነበሩ። አሁንም በፓርቲውና በመንግሥት መካከል ልዩነት ፈጣሪ ሆኖ በተገኘው የልማትና ትራንስፎርሜሽን እቅዱ ላይ ከፍተኛውን ድርሻ እንዲኖራቸው የሚያደርግ ኃላፊነት ተመልሶ የተሰጣቸው ይመስላል። ከአቶ መለስ ሞት በኋላ አዲስ የተቋቋመው ብሔራዊ ፕላን ኮሚሽን ኮሚሽነር ሆነው እንዲሰሩ ተሹመዋል። ኮሚሽኑ ደግሞ ቀጣዩን የዕድትና ትራንስሮሜሽን እቅድን እንዲቀርጽ በጠቅላይ ሚንስትሩ ጽ/ቤት ታዟል። የጠቅላይ ሚኒስትሩ ጽ/ቤት ለራሱ ተጠሪ የሆነ የፕላን ኮሚሽን እንዲያቋቋም መደረጉ በፖሊሲ አማካሪነት ኃ/ማርያምን የከበቧቸውን የአቶ መለስ ቱባ ቱባ ባለሥልጣናት ለመከላከል ይሆን የሚል ግምት ማሳደሩ አይቀርም። ምክንያቱም አማካሪዎቹ የፓርቲ እንጂ የመንግሥትነት ሥልጣን የላቸውም።
ለመሆኑ የ5 ዓመት የልማትና ትራንስፎርሜሽን እቅድ ሀሳብ እንዴት መጣ?
የእቅዱ ሀሳብ ተጸንሶ የተወለደው በሶስት ወር ጊዜ ውስጥ ሲሆን ዘመኑ 2010 ነው። በ2010 የተደረገውን ምርጫ ማሸነፉን ከልቡ ያመነው ወይም በፈለገው ሁኔታ በመጠናቀቁ የተደሰተው ኢህዴግ መሪ የነበሩት አቶ መለስ ዜናዊ ያመጡት ሀሳብ ነው። አቶ መለስ የውስጥም ሆነ የውጭ ጠላቶቻቸውን ድል ነስተው ሲደላደሉ ካሁን በኋላ እዚህም እዚያም ቁጥ ቁጥ የሆነ ፕላን ሳይሆን ሁለገብና አብይ (ግራንድ) የሆነ ፕላን ያስፈልገናል ብለው ተነሱ። ለዚህም ኃላፊነት አቶ መኮንን ማን ያዘዋልንን መርጠው የአምስት ዓመት የልማትና የትራንስፎርሜሽን ፕላን እንዲዘጋጅ አዘዟቸው። አቶ መኮንን ቢሯቸውን ዘግተው ሶስት ወር ያህል ከቀመጡ በኋላ የአገሪቱ መነጋገሪያ የሆነውን ፕላን ይዘው ወጡ። አቶ መለስ ዜናዊ እሱን ተቀብለውና ቀባብተው የአገሪቱ ፕላን አድርገው በይፋ አወጁ። ባለ ራዕይ ያሰኛቸው ይህ ፕላን መሆኑ ይገመታል። መቸም የአቶ መኮንን ማንያዘዋል ራዕይ አይባልም።
አቶ መኮንን በቀድሞው የፕላንና ኢኮኖሚ ልማት ሚኒስቴርና በኢኮኖሚ ልማትና ትብብር ሚኒስቴር በተለያዩ ኃላፊነቶችና በሚኒስቴር ዴኤታ ማዕረግ አገልግለዋል፡፡ የመጀመሪያ ዲግሪያቸውን በዴቨሎፕመንት ማኔጅመንት ሲያገኙ፣ ሁለተኛ ዲግሪያቸውን የተቀበሉት ደግሞ በዴቨሎፕመንት ኢኮኖሚክስ ነው፡፡
ስለትራንስፍሮሜሽኑ አወጣጥ ሌሎች ደግሞ የተለየ አመለካከት አላቸው። የአቶ ኤርምያስን አስተያየት ያንብቡት።
አሁን ታዲይ ሁለተኛውን ልማትና ትራንስፎርሜሽን ለመቅረጽ ምን እየተደረገ ነው?
አቶ ኃ/ርያም የተሰየሙበት ጠቅላይ ሚኒስትሩ ጽ/ ቤት አቶ መኮንን ማንያዘዋልን ከሾመ በኋላ አዲስ የተቋቋመው ብሔራዊ የፕላን ኮሚሽን ራሱን በተቋም ደረጃ እንዲያዋቅር ተደርጓል። በተለይ የገንዘብና ኢኮኖሚ ልማት መምሪያ እንዳለ ወደ ብሔራዊው ፕላን ኮሚሽን በመውሰድ በመደራጀት የዕድገትና ትራንስፎርሜሽን ዕቅድ መንደፍ መጀመሩም ተመልክቷል። እቅዱ ገና ሳይጠናቀቅ ግን በፓርቲው ባለሥልጣናት በኩል እክል የገጠመው መስሏል።
በፓርቲው ውስጥ ያሉት ሰዎች በመንግሥትነት ያስቀመጧቸው ጓዶቻቸው የሚወስኗቸው ውሳኔዎች ከፓርቲው መርህ ውጭ እየሆነ ነው በማለት ጭቅጭቅ ማሰማት ጀምረዋል። ፖሊሲውን ማን ይቅረጽ የሚል ጥያቄው የሥልጣን መገለጫ እየመሰለ ሲያነታርክም ሰንብቷል። ለዚህ ንትርክ እልባት ለመስጠት ይመስላል የሁለተኛውን የትንራንስፎርሜሽን እቅድ በሚመለከት መንግሥት ያቋቋመው የብሄራዊ ፕላን ኮሚሽን አልበቃ ብሎ ሌላ ተደራቢ ኮሚቴ መቋቋሙን ሰሞኑን ሰምተናል። ሪፖርተር ጋዜጣ ባለፈው ጃንዋሪ1 8/2015 እትሙ የፌዴራል መንግሥት ከፍተኛ ባለሥልጣናት ከሚቀጥለው ዓመት ጀምሮ ተግባራዊ የሚደረገውን ሁለተኛው የዕድገትና ትራንስፎርሜሽን ዕቅድ በማዘጋጀት ላይ መሆናቸውን ዘግቧል።
እንደጋዜጣው ዘገባ የአምስት ዓመቱ ዕቅድ በስምንት ዘርፎችና ኮሚቴዎች ተከፍሎ እየተዘጋጀ ነው። እቅዱ እንደ ቀድሞው በጠቅላይ ሚኒስትሩ (አቶ መለስ) ራዕይና ትእዛዝ ብቻ መቀረጹና መዘጋጀቱ ቀርቶ አሁን ሁሉም ባለስልጣናት የየራሳቸውን ራዕይ የሚያኖሩበት እየመሰለ ነው። በተቋም ደረጃ በብሄራዊ ፕላን ኮሚሽን ደረጃ እንኳ እንዲዘጋጅ አልተፈለገም። በመሆኑም ፕላኑ በሚቀጥሉት ጉዳዮች ላይ የሚያተኩር ሆኖ የኮሚቴ ሰብሳቢዎች ተመድበውለታል።
• የማክሮ ኢኮኖሚ ጉዳዮች፣ የዕቃዎችና የአገልግሎቶች ኤክስፖርት-የገንዘብና ኢኮኖሚ ልማት ሚኒስትሩ አቶ ሱፊያን አህመድ
• የግብርናና የገጠር ትራንስፎርሜሽን- የጠቅላይ ሚኒስትሩ አማካሪ በረከት ሰምዖን-
• የኢንዱስትሪ ልማትና የኢኮኖሚ መዋቅራዊ ለውጥ- በጠቅላይ ሚኒስትሩ አማካሪ ዶ/ር አርከበ ዕቁባይ
• ዘመናዊ የከተማ ልማትና የኮንስትራክሽን ዘርፍ አቅም ግንባታን- በጠቅላይ ሚኒስትሩ አማካሪ አቶ ዓባይ ፀሐዬ
• የሰው ሀብት ካፒታል ማሳደግና የቴክኖሎጂ አቅም ግንባታን – ምክትል ጠቅላይ ሚኒስትሩ አቶ ደመቀ መኮንን
• ወሳኝ የመሠረተ ልማት ግንባታዎችና የማስፈጸም አቅም ግንባታ- በምክትል ጠቅላይ ሚኒስትር ማዕረግ የፋይናንስና ኢኮኖሚ ክላስተር አስተባባሪና የመገናኛና ኢንፎርሜሽን ቴክኖሎጂ ሚኒስትሩ ዶ/ር ደብረጽዮን ገብረሚካኤል
* ልማታዊ መልካም አስተዳደር፣ ሙስናና ኪራይ ሰብሳቢነት ከምንጩ በማድረቅ ተወዳዳሪነትን ማጎልበት – ወ/ሮ አስቴር ማሞ
ዴሞክራሲን ማስፈን፣ ብሔራዊ መግባባት መፍጠርና የሚዲያና ኮሙዩኒኬሽን ሥራን የመተለከተ- አፈ ጉባዔ አባዱላ ገመዳ
በእነዚህ ኮሚቴዎች የታቀደው አገራዊ ዕቅድ ውይይት ከተደረገበት በኋላ አገሪቱ ለአምስት ዓመታት የምትመራበት ብሔራዊ ሰነድ እንደሚሆን የተገኘው መረጃ ያመለክታል፡፡
ከሁለተኛው የልማትና የትራንስፎርሜሽን እቅድ የሚጠበቀው ምንድነው?
-የአቶ መለስ የዕድገትና ትራንስፎርሜሽን ዕቅዱ የታሰበውን መዋቅራዊ ለውጥ አላማምጣቱ በግልጽ እየተነገረ መሆኑ ይታወቃል። ሪፖተር ቀደም ሲል ስለ እቅዱ አፈጻጸም ጥናት ያደረጉና በጉዳዩ ከቀድሞው ጠቅላይ ሚንስትር አቶ መለስ ዜናዊና አቶ ኃ/ማርያም ደሳለኝ ጋር ጭምር የተወያዩና በአማካሪነት የሠሩ ሁለት ጃፓናዊ ባለሙያዎችን ፕሮፌሰር ኪኒቺ ኦህኖ እና ፕሮፌሰር ኢዙሚ ኦህኖን ጠቅሶ እንደዘገበው በትራንስፎርሜሽኑ ይፋ የተደረገው የኢንዱስትሪ ፖሊሲ የሚፈለገውን ለውጥ አላመጣም። ለኢንዱስትሪ የሚመች ምንም መዋቅር ቀድሞ ባለመዘርጋቱ ነው። ዕቅዶቹን ሊያስተገበሩ የሚችሉ ተቋማትና ባለሙያዎች በሚያስፈልገው መጠን አልተሟሉም። በወዲህም በኩል ብቁ የሆኑ ኢንዱስትሪዎች ባለመኖራቸው የታቀዱት የወጪ ንግድ ግቦች አልተሳኩም።
መንግሥት በሁለተኛው የዕድገትና ትራንስፎርሜሽን ዕቅድ ዘመን ለውጥ ይመጣል ብሎ ተስፋ ካደረገባቸው መካከል ትልልቅ የውጭ ኩባንያዎች መምጣታቸው ዋናው ነው፡፡ የቻይና፣ የህንድ፣ የቱርክና የኮሪያ አምራቾችን ጨምሮ ከቅርብ ጊዜ በኋላ የጃፓን ትልልቅ ኩባንያዎች ወደ ኢትዮጵያ በመምጣት ኢንቨስት ሊያደርጉ ማሰባቸው ለለውጡ ታሳቢ የተደረጉ ተስፋዎች ናቸው፡፡
